The Office of Transformation and Service Delivery (OTSD) in Ekiti State has raised concerns over the quality of some components of the ongoing construction and renovation works at the Oluyemi Kayode Stadium in Ado-Ekiti.
The concerns were raised during a joint inspection and monitoring visit to the stadium on September 30, 2026, led by the Special Adviser and Director-General of OTSD, Engr. (Dr.) John Moyo Ekundayo, FNSE.
The inspection team included the Special Adviser, Bureau of Special Projects, Mr. Olubunmi Talabi; Executive Secretary, Engr. Kehinde Bakare; Technical Adviser on Sports, Dr. (Mrs.) Olusola Osetoba, as well as officials of the Bureau of Public Procurement, Independent Projects Monitoring Office and Ekiti State Sports Council.

During the inspection, the representative of the contractor, United Logistics Building Structures, Architect Moyo Osebanjo, briefed the team on the progress of the project and the various components executed so far.
The team observed that the athletics track was poorly executed and, in its present condition, unsuitable for sporting activities. It also expressed concern over the adequacy of the steel roof truss supporting the spectators’ stand, saying its structural capacity required further review to ensure safety and stability.
The inspection team also found that the AstroTurf installed on the football pitch did not appear to meet the required specifications and quality standards, with noticeable signs of premature wear. Other aspects of the project were also identified as requiring corrective measures to ensure compliance with approved designs and engineering standards.
Following the observations, the OTSD and the Bureau of Special Projects directed that corrective measures be taken. The team recommended the removal and replacement of the existing AstroTurf with a durable, standard-compliant product, as well as the complete replacement of the existing track surface with a suitable athletics track.
The team further called for a professional review of the design and structural adequacy of the steel roof truss, alongside the conduct of necessary quality-control and engineering tests on relevant materials and components.
The contractor was also directed to address all identified defects contained in the project snag list and complete outstanding works in line with approved specifications, applicable standards and best engineering practices.
The joint inspection, according to OTSD, underscores the state government’s commitment to effective project monitoring, inter-agency collaboration, accountability and quality assurance in the execution of government projects.
